UN Security Council Backs the US Gaza Peace Plan
The Security Council has supported measures presented by Donald Trump for securing a durable ceasefire in the Gaza Strip, featuring the deployment of an international stabilisation force and a potential path to a sovereign Palestinian state.
Broad Support with Notable Abstentions
The resolution was adopted by a vote of 13-0, with China and Russia abstaining. The US envoy the US ambassador informed the UN assembly that it set “a new course in the area for the conflicting parties and all the residents of the area alike”.
Negotiated Phrasing on Palestinian Statehood
Incorporation of allusions to an self-governing Palestine was the concession the United States offered for backing from the Muslim nations, who are likely to supply stabilisation troops for the international stabilisation force (ISF).
“The transitional arrangements that we start today must be carried out in adhering to legal norms and upholding Palestinian rights,” James Kariuki declared.
Government Opposition Remains
However, on the verge of the resolution approval, PM Netanyahu reiterated his government’s adamant opposition to the formation of a independent Palestinian entity, raising questions on whether Israel will allow the execution of the UN-mandated proposals.
Central Components of the Measure
- Immediate lifting of ongoing restrictions on assistance into Gaza
- Establishment of an international stabilisation force
- Steps toward restoration and a potential “route to Palestinian independence and statehood”
Unclear Phrasing and Requirements
The inclusion to independence was a negotiated inclusion to an initial US draft which did not mention it. However the language is unclear and dependent, stating only that once the Palestinian leadership has reformed itself and the rebuilding of the strip is advancing, “the conditions may eventually be in position for a feasible course to Palestinian self-determination and statehood.”
International Feedback
The phrasing did not meet of the definite pledge to the building of a sovereign Palestine beside Israel sought by Arab and Islamic states, as well as European council members, but in addresses to the chamber after the approval, envoys from those states said they were willing to endorse the compromise in the benefit of continuing the current truce and swift steps to feed and protect the over two million Palestinians in the strip.
“Algeria has finally decided to vote in favour of this text, a measure that we support its primary aim, namely the continuation of the truce and the formation of conditions enabling the Palestinians to claim their immeasurable rights to independence and nationhood,” Amar Bendjama announced.
Execution Hurdles
The resolution grants comprehensive monitoring control to a “board of peace” chaired by Trump, but of undefined composition. This committee has to report to the international body but it is not obligated by the preferences of the United Nations or by the PA.
Furthermore, it demands the formation of a specialized Palestinian group that is supposed to run day-to-day governance of the Gaza and the provision of utilities, but it is far from clear who would be involved.
Peacekeeping Unit Authority
The authority of the ISF empowers it to neutralize and disband militant organizations in the territory, but it is far from clear that potential participating nations would agree to attempt to face such factions. No country has yet committed itself to contributing forces.
Furthermore the criteria for modification of Palestinian leadership, the prerequisite towards moves to a sovereign Palestinian, have been unclear.
EU representatives said they considered it urgent that the names of the expert panel to provide utilities was agreed as without delay.
